Ice Breaker

“SOUTH SUDAN”

In May 2015, the Common Effort Exercise was executed in the Julius Leber Barracks in Berlin. The exercise focused on the scenario of South Sudan which provided ample opportunities for civil and military to interact and learn from each others perspectives and experiences. A point in time in (recent) history was chosen as the starting point of the scenario, in order to avoid the suggestion that current policies are being discussed.

In four planning groups participants focused on the topics:

  1. Protection of Civilians against imminent threat
  2. Security Sector Reform (SSR)
  3. Political process and Good Governance
  4. Humanitarian Response

In addition, three cross-cutting themes were identified to be addressed and analyzed during the planning discussions:

  1. Reconciliation
  2. Gender
  3. Root Causes
