Common Effort 2016

“LYBIA REGION AND REFUGEE/MIGRANT FLOWS”
The Common Effort Exercise 2016 focused on the Lybia region, including migrant/refugee flows due to the topicality and the UN’s, EU’s and NATO’s role in reacting on increased migration.

From 27 June to 1 July 2016, the Common Effort Community gathered, this time in the city of The Hague. The venue for the exercise was the Civil-Military Cooperation Centre of Excellence. A total number of 184 representatives from German and Dutch ministries, international organizations, non-governmental organizations, private parties, the police, the armed forces, and the first German/Netherlands Corps came together. In total, more than 55 organizations and networks were involved. Within six working groups the participants interacted to develop a joint assessment on characteristic themes of instability and conflict in Lybia:

- Security Sector Reform
- Good Governance
- Humanitarian Development
- Economic Development
- Strategic Regional Factors
